Cyprus Permanent Residency by Investment

The Cyprus Permanent Residence by Investment Programme allows non-EU nationals to obtain indefinite permanent residence status in Cyprus through a qualifying investment of €300,000 (plus VAT where applicable). While the permit grants indefinite residency, the physical residence card must be renewed periodically. The permit does not allow paid employment in Cyprus, except for applicants who are directors of a company in which they have invested. The current criteria and procedures reflect the revised policy that came into force on 2 May 2023.

Programme Requirements

To qualify, applicants must meet the following criteria:

  • Invest a minimum of €300,000 (plus VAT) in one of the following qualifying categories:
    • New residential property (up to two units) purchased from a development company
    • Commercial property (offices, shops, hotels or similar)
    • Units in a regulated investment fund (AIF, AIFLNP, RAIF)
    • Share capital in a Cyprus-based company with a physical presence and at least five employees
  • The investment must be funded entirely from abroad and transferred through a Cyprus-based bank account under the name of the applicant (or jointly with the spouse).
  • Provide proof of payment of at least €300,000 (excluding VAT).
  • If the property was purchased more than 12 months before the application, a recent Land Registry Search Certificate must be submitted.

Conditions

Main Applicant Must:

  • Be over 18 years old
  • Have a clean criminal record
  • Maintain a good personal and business reputation
  • Show a secured annual income of at least €50,000 from abroad (plus €15,000 for spouse and €10,000 for each dependent child)
  • Hold valid medical insurance that covers Cyprus

Eligible Family Members:

  • Spouse (legally married or registered partnership)
  • Children under 18
  • Unmarried, financially dependent children aged 18–25 who are enrolled in tertiary education
  • Dependent adult children with disabilities

Permit Benefits:

  • Application examined within approximately 2 months
  • Permanent status with no renewal required
  • Covers the main applicant and eligible family members
  • Contrary to other European countries who require residency for at least three months a year, you will only need to visit Cyprus once every two years.
